Message dated April 18 was read, stating the House passed and                  
returned for consideration CS FOR SENATE JOINT RESOLUTION                      
NO. 3(JUD) with the following amendment:                                       
                                                                               
HOUSE CS FOR CS FOR SENATE JOINT RESOLUTION                                   
NO. 3(FIN) Proposing an amendment to the Constitution of                       
the State of Alaska limiting the rights and protections of                     
prisoners to those required under the Constitution of the                      
United States.                                                                 
                                                                               
Senator Taylor moved that the Senate concur in the House                       
amendment.                                                                     
                                                                               
Senator Donley moved and asked unanimous consent that the House                
Letter of Intent offered on House Journal page 2473 be adopted as              
a Senate Letter of Intent. Without objection, the Legislative Letter of        
Intent was adopted.                                                            
                                                                               
The question being: Shall the Senate concur in the House                       
amendment? The roll was taken with the following result:

and so, the Senate concurred in the House amendment, thus adopting             
HOUSE CS FOR CS FOR SENATE JOINT RESOLUTION NO.                                
3(FIN) Proposing an amendment to the Constitution of the State of              
Alaska limiting the rights and protections of prisoners to those               
required under the Constitution of the United States, with a                   
Legislative Letter of Intent.                                                  
                                                                               
The Secretary was requested to notify the House.                               
                                                                               
The resolution was referred to the Secretary for enrollment.
